Abstract: Aiming at the comparatively undeveloped status of Fire-fighting-force dispatch, the principle of grading and classification for emergency response on urban fire is set forth. It is suggested that the accidents should be classified into 8 types and 5 grades. Then based on which, a GIS-based fire-fighting force dispatching expert system is constructed with a coupling of software engineering method, COW techniques and GIS technology. At last, it can be proved that the principle is reasonable through real dispatching cases.
